Hai ... Frnds this my first tutorial post..
Frnds namba photoshop la easy ya oil paint panni kalam athum cs3,cs5,cs6 and cc
  Ok... Follw the steps given below
Step 1: open ur photo
Step 2 : go filter➡click ➡oil pain
Step 3: now ready
 
Ok other one typ some frnds not have
Cs3,5,6 version
And some ps not have oil paint option for that time

Step1: open ur photo..
Step2:  duplicate our photo layer
Step3: then go to filter➡other➡ high pass
Step4: rename "any think" ... Layer is in high pass  for identity only
Step5: change new laye normal to... "Overlay" or " hardmix"
Step6: go to filter➡stylis➡diffuse
Now our photo slide da  change to oil paint effect
Step7: rotate the photo in all direction
Each time apply step6
      
Now ready ......
